SHUTEN ORDER is one of those games that you know is destined to be a bit of a deep cut in an artist's catalog, but is worth the time to dig it up and experience it. The story of the Order, the Founder, and the circumstances regarding her murder and resurrection are an immediately interesting hook and the game generally lives up to that promise. SHUTEN ORDER kind of goes for broke right away putting together this incredibly weird and cool setting and the core premise. The game likes to play around with visual novel and gameplay structure as it goes; each of the chapters focuses on one of the Ministers and their specific Ministry, and each has a different gameplay framework. The Ministry of Justice takes the form of a standard detective mystery game and has some cool locked room mysteries. The Ministry of Health is a death game/escape room story that hits the beats you'd expect. The Ministry of Science takes the form of a multi-perspective visual novel, where you're going through several concurrent protagonist stories and making choices to enable other routes to continue (such as making one character go to an area where they can then save another character's life in a different story block). The Ministry of Education takes the form of a school-life dating sim and is incredibly uncomfortable as a takedown of how sociopathic the behaviors in many game romances encourage you to act. Lastly, the Ministry of Security is a stealth horror game where you solve puzzles and hide from an unkillable monster. As you go through these stories using angel-granted and heretical powers of God to survive, you pick up clues towards the broader mystery of who killed the Founder and why, and it all leads towards this really strong finale that uses system mechanics in ways that I found very satisfying but might be a bit controversial (the way it handles endgame saves isn't quite a full Yoko Taro experience but it's something you might find in his general wheelhouse). SHUTEN ORDER is a low budget game. There's no English dub. Artwork is reused relatively often. The translation is a little rough; they're cleaning it up and it's not one of those games that's so badly localized that you have no idea what's happening, but there's definitely instances of weird grammar/phrasing and issues like text popping out of chat boxes that arise here and there. There's been some issues with system crashes or freezes that are being addressed, but it's overall just got a bit of jank that stands out in contrast to a higher budget VN production like The Hundred Line or the AI series. All that said though, I was able to play through the game in a breezy 30 hours or so and I had a really good time overall. The setting comes across as this really weird and fascinating place and learning about the Order, its ongoing problem with violent and fanatical heretics, and what exactly the game means when it shows you the Order's countdown to the End are all interesting story beats. It does chapter cliffhangers well, the overall murder mystery is clever but gives you all the info you need to put it together before the mechanics make you do it, and I really came to like the characters. I thought I'd find the art offputting but it's really colorful and stylized in a way that I came to like very quickly. The music is what you'd expect from a Kazutaka Kodaka led game and is very catchy. The game is smart about how it uses the different gameplay types and none of them overstay their welcome. It's a very cool companion to The Hundred Line and if you like the kinds of games that Kodaka directs, I think there's a lot to like here too.

Note: Many people are having issues related to black screens and crashes. This may have been fixed at time of reading, so please check the steam patch notes. Off the bat, I believe that your experience playing this game can be heavily influenced by your route order. Some routes provide interesting but largely inconsequential backing to the world of SHUTEN ORDER, while others give you pieces of information that wildly change how the game is framed. For optimal reading, I recommend Justice > Security > Education > Science > Health. Starting off with a negative, unfortunately the unique gameplay elements of SHUTEN ORDER's routes are not made equal. While most routes do a good job at keeping the pacing fresh and making sure their unique gimmicks are fun and not too intrusive, others are boring and surface level, and make the route drag on for longer than it should. Sadly, as interesting as the premise of a "survival horror" gameplay loop is, the Minister of Security route is the biggest culprit of this. The story of this route is relatively weak as it is, but the "Survival Horror" gameplay mostly boils down to "Walk around a non-descript location with a map waypoint to guide you, press space, oh no! Now walk at a brisk pace away from the thing that is chasing you with little to no tension or survival elements at all." It's generally uninteresting and takes too much of the route's time for what it is. The Minister of Justice/Health route gimmicks are pretty solid but can be boring, absurdly simple or pace-breaking at times. However, the Minister of Education has a consistently interesting and enjoyable gimmick, and the Minister of Science's gimmick is more just how it presents the story, which isn't intrusive at all. The story of SHUTEN ORDER provides an interesting take on an existing concept, and it does it pretty well. I obviously won't spoil exactly what this entails, but suffice it to say I thought the story was consistently strong and the mystery and plot twists kept me engaged throughout the ~32 hour play time. Starting with an initial mystery, the game expands well into exploring the wider setting and asking the player additional questions, keeping the experience fresh throughout. The art direction and music of the game, as is typical with this studio, are incredibly unique and fresh. I consistently enjoyed pretty much every music track, and the unique art style works heavily in the game's favour. At times, the reasonably low budget and large scope is visible (the free walking sections use a combination of a 2D background and 3D player model, which often comes off looking very strange and cheap), but usually the game is quite sharp. Overall while the wide scope, gameplay-wise and thematically, can at select times work against the game and leave characters or plot twists feeling underwhelming, I think SHUTEN ORDER is a unique and high quality experience that I would recommend to anyone willing to experience a full length (~30 hour) visual novel story with twists and turns and an interesting subject matter that will keep you in your seat. Overall, I give SHUTEN ORDER a 7.5/10. $73.50 AUD might be a little steep but absolutely recommend this game if/when it goes on sale.

if Hundred Line was Kodaka leaning into the harsher colder side of his aesthetic sensibilities, Shuten Order is adopting his glowing surreal bombastic stylistic sense. great intro and setup thus far!

Another excellent game by Kazutaka Kodaka. Art direction and OST is absolute peak, some of the most interesting and vivid stuff I've seen in a while. If you are concerned about the current negative reviews: they are due to price changes in Chinese region. Really bad idea to raise prices in China by 50% after the first hour, Spike Chunsoft.

So far, it feels like the movie Paprika and The Monogatari series had a ps1 adventure game baby. The world is super strange and interesting and I'm so curious to find out more. Only bummer atm is that you can't change controller settings unfortunately.
