At first i want to dismiss this game as a "meh" but surprisingly Quality-of-Life filled SimCity clone (but easier for general audiences), especially with the heavily pixellated graphics that wouldn't pass in the 90s as the player zooms further. Then... Not only there's lots of user-made plugins... But there's the "manual build" mode... The land is your canvas, and the city is your art. Not to mention this game is friendly on potato and Steam Deck.

Casual city-builders like yours truly ought to watch out for TheoTown, for it proves to be deceptively addictive. Strongly reminiscent of SimCity 2000 & SimCity 3000, the game is a much simpler version of contemporary titles like Cities Skyline. This is beneficial for those whose systems may be unable to run more graphically complex games. Nonetheless, another deception is at play; particularly large maps may be taxing on the RAM. TheoTown is fairly easy to understand from the get-go, but still as free to allow one to get creative as much as possible. This is especially the case for its plugins, of which there are thousands. Virtually everything one can imagine is available, from decorative items to a myriad of parks, to energy/water suppliers & services. Theotown is also remarkable in that it allows players to individually place buildings as well. I've lost track of the lovingly crafted maps I've come across, from sleepy hamlets to expansive metropoli, that left me in awe and not a little bit envious of their makers' attention spans and adherence to detail, the stuff of which even hardened city-planners would applaud. I understand that the game first started out on mobile, and was later ported to PC. This might explain why its UI is a bit janky, especially when it comes to searching for/filtering plugins. Still, it doesn't detract from TheoTown's overall enjoyability. Though it is unlikely that the game will receive any DLCs in the future, my experiences with it have been virtually positive. As such, I wouldn't mind purchasing any, as long as they're reasonably priced.

I've played for hundreds of hours at work on my phone before buying on steam for my pc at home and it's amazing. Simple moving over from Cities Skyline with control similarities, it has all the same mechanics plus more. I love having riots. I love having the airports and military base and all the aspects of the game without having to pay insane dlc prices, plugins another add on. I feel Skylines mods are just annoying to do this is quick and simple. It's everything Cities Skyline is and isn't in a great way and in a different unique style that I appreciate more.
