Thief Simulator on it's own is a unique and amazing experience, so of course, if you put it in VR, it would be better. I think this game is better than flat-screen TS in almost every way other than how more recently added TS updates such as Contracts and other things aren't in this game, and it seems very much like they will never add them, considering the most recent update this game received was just a minor fix to crashing caused by SteamVR 2.0. This game is a very different experience compared to regular Thief Simulator. I last played this game on my Rift S, and even with my controllers having such a horrid stick drift that I was almost constantly moving to the right no matter what, it was still a fun experience, which says a LOT, considering how annoying something like that is. I would definitely consider this game worth the money. For $20, you get around 20-25 hours of playtime for a single playthrough, and if I am not wrong, there is a New Game+ after you finish the regular game (I might be wrong so take that statement with a grain of salt). It's surprising to me that this game has mixed reviews, and after reading through them, it seems that the main complaint is bad graphics and "boring and difficult gameplay" (though the latter complaints mostly came from people with <1 hour in the game, so I'm not sure how much to believe them). Sure, the graphics have nothing on Boneworks or other "premium" VR games, but the graphics are still very much good enough. I experienced very few crashes while playing the game. I played this game on my old computer (with 2 GTX 980's and a a low-gen i5 though I don't remember the CPU completely), and on my newer computer (with a GTX 1080 Ti and an i7-7700K) and the game ran very well on both, with the GTX 1080 Ti I experienced zero problems with any performance or anything, and on the GTX 980 with the highest graphics I experienced VERY minor performance issues, which were quickly and easily solved by turning down the graphics a slight bit, so performance is not an issue at all. In conclusion, buy, especially if it's on sale, but even if it's not on sale, it's still worth the money. Very few times throughout my playthrough did I get bored and wanted to quit and come back later. Really, the only reason I didn't just play through the game in like 2 or 3 sessions was because of motion sickness and getting tired haha.
